The Council of Elders
The Councils of Elders, or just simply the Elders, of Kei and Fae races, are for the most part the same thing. They are a group of experienced and older members of their race, and offer guidance and advise to the leaders of their race, governing over all of their kind.
In general, the word of the Elders is not final or law, but is highly respected and therefor does have some influence on the ruling of clans, tribes, and other factions. There is only one council per race(with rare exceptions).
General Rules/Info About Elders
-Councils have a group of Caretakers, who are the messengers, protectors, and care givers of the council they serve. Caretakers are also pretty much Elders in training, as once they have reached a certain age, they become an Elder themself.
Caretakers are marked as such with either warpaint or tattoos, usually green in color if paint, while rather dark if a tattoo. Among some races, this is the only time it is considered acceptable to mark oneself with paint or tattoos, for example, wolves/wolflords refuse to mark, pierce, or alter any part of their body, convinced of their supreme natural beauty and elegance.
-Only healers, religious, and leaders of factions may have direct contact with the Elders, at least with most races. Any other contact must be done through Caretakers. Also, anyone allowed to have direct contact with their own Elders, may visit with any council of Elders of any other race.

Wolf Elders
Among Wolves, their Elders are the most powerful compared to other councils. These wolves are at least a good five thousand years of age, and that age has brought them great power, and even more hunger for power. Many wolf Elders are corrupt, believing they can rule as kings and queens of all wolves, controlling the lives of every wolf in their domain, and their word is law among the Tribes.
Current Members(as of SSC)
-Kytos, formerly a member of the White Moon Tribe, he is quite possibly the most corrupt member of this council. He was first a Caretaker, having shown great promise to the Elders of the time by throwing his weight around for several centuries as a Noble of his tribe. He was the youngest wolf ever to earn a place on the council, being a mere two thousand years and some change. He is fiercely against the Brotherhood, and is the driving force behind the Elders making it all but impossible for wolves and wolflords to join this holy and ancient order. He fears only one thing, loosing power.
Kytos has quite a hatred for royals of the White Moon, as his son, Talon, whom he actually cared little for, was to be married to Dawn, a future chief, until she chose to be a wolflord in order to marry the man(a human) she loved instead. While Talon held nothing against Dawn, wanting her to be happy and remaining friends with her, his father, who saw the union between the two young wolves as a power grab for himself, was severely disappointed in his son and angry that Dawn's family didn't push her to marrying Talon. Because of this, he looks for every opportunity to punish them.
-Asp is a she-wolf, a bit older than Kytos by a few centuries, and is possibly the only one of the Elders who doesn't have her own self-interests and hunger for power. She is the older sister of Moss, the mother of Dawn, Moss being their father's youngest pup. Had her father lived a little longer, he would have become an Elder himself, but he was killed defending Moss and her mother. Asp's mother was a Caretaker, and thus she was raised as one herself, and grew up with the Elders as the only wolves she knew. She saw the corruption in them, and made a vow to herself at a young age to never be like that, and has so far stuck to that vow. She's believed to have rare "spirit of purity", but this does not guarantee she can remain completely untouched by the corruption of her fellow Elders...
-Adder is Asp's brother, and is a fairly level headed wolf. He has some desire for power, but prefers to keep his paws clean. He neither opposes the Brotherhood or supports it.
-Newt is an older member of the council, and was one of the first to back Kytos' campaign against the Brotherhood, having been born in a time when it was the Order that was corrupt, not the Elders. He's stuck in the ways of his time, thus making it easy for Kytos to sway him towards opposing the Brotherhood.
-Hessa(type of flowering tree in Niana) is an older she-wolf, and one of the oldest on the council. She's stubborn, proud, and very determined to always get her way. Is quite impressed by Kytos, and it is believed she's the only one who can keep this youngest Elder in line, using her charm and beauty. Many joke around and say she's Temptress reborn as she-wolf.
-Fracture is the oldest member of the wolf Elders, roughly six or seven thousand years old. He's had quite a past with the Red Fangs, his tribe of origin having been wiped out by them, most of his pups were killed by Red Fangs wolves, as well as three of the four mates he's had(not all at once, of course...) over his lifetime, the fourth having died of an illness, but he blames them for that too... No wonder he hates them so much. He ordered the assassination of Chief Maple of the Red Fangs mate, claiming that a half-wolf should not hold such a position, no matter what. Really, everyone knows it was personal for him. He also eventually took credit for the death of Maple's grandmother, which lead to his father Chief Hemlock and Chief Frost of the White Moon killing each other, as Fracture make it look like the White Moon Tribe killed Hemlock's mother. He is the root of much of the council's corruption, along with Kytos.
-14 other Elders not mentioned by name. There is a total of 20 members as of SSC.
Significant Caretakers
-Killian Moae, a wolflord who was basically a son to Dez, a general of the Brotherhood. He eventually became a Commander of the Order, which is when he was approached by a Caretaker and offered a rare meeting with the Elders. Kytos offered Killian a deal, the terms being that he would be allowed to serve the Brotherhood, but he had to answer to the Elders first and could not interfere with their interests if the Order commanded him to. Believing he could walk away from this offer, as he was told he could, he accepted it gladly, seeing it as a way to earn some respect in the Tribes.
Killian's twin brother, Kavan, was offered the very same deal, but the Elders asked to meet him after Killian had and alone. Killian assured his brother that this was no trap, having no knowledge of it being otherwise. Kavan was too loyal to the Brotherhood to accept. When asked once more, this time being told it was accept or die, he choose death over being the Elder's slave and was killed. Killian would be blamed for his brother's death, rumors saying he knew that there was no turning the offer down, but he didn't. He was only presented the offer as a free choice. Killian secretly vowed to avenge his brother, and would end up playing double agent. The only thing no one knows for sure is which side is he playing?
